An Overview of Biblical Fatherhood and Church Opportunity
Founded in 1973 with a commitment to upholding Scripture, the Reformed tradition, and the Great Commission, the Presbyterian Church in America (PCA) stands as the largest conservative Reformed denomination in the United States. With nearly 1,700 congregations and around 400,000 members, the PCA emphasizes salvation by faith in Jesus Christ and the authority of God’s Word in all matters of life and ministry. Its doctrinal framework is expressed through historic confessions and catechisms that have long guided its beliefs.
The PCA’s highest council—the General Assembly—binds the churches and presbyteries together in unity and shared purpose. When elders gather at this Assembly, they are reminded that their work is a collective effort for the glory of Christ. The next General Assembly is scheduled to take place in Chattanooga, Tennessee, from June 23 to 27, 2025.
Connectional Church
While local congregations carry out the everyday work of preaching, missions, church planting, worship, and fellowship, the PCA is fundamentally a connectional body. Every church is part of an interconnected network that operates through graded groups of elder leadership:
- Local Level: Each congregation is governed by a session made up of ruling elders—elected by its members—along with pastors who serve as teaching elders.
- Regional Level: Groups of churches, represented by their ruling elders and ministers, come together to form presbyteries. Across the PCA, there are 87 such presbyteries.
- National Level: Elders from every presbytery meet each year at the General Assembly. Here, all teaching elders and designated ruling elders, known as commissioners, gather to discuss and vote on issues affecting the entire denomination.
Understanding the General Assembly
As the highest decision-making body of the PCA, the General Assembly addresses issues that affect the whole church. Over the course of a week, commissioners engage in careful study, discussion, and debate of scripturally based topics, ensuring that the church moves forward in fidelity to its principles.
Throughout the year, the Assembly’s work is advanced by various committees and agencies. These bodies focus on areas such as global missions, church planting, discipleship, education, benevolence, and retirement matters. They are charged with putting into practice the policies established by the Assembly.
A key feature of the Assembly is its Standing Judicial Commission, which serves as the church’s judicial arm. The Commission reviews issues initially addressed at the presbytery level and offers final decisions on disciplinary matters, thus providing authoritative resolution for the denomination.
Pathways to the Assembly’s Agenda
Business brought before the General Assembly typically arrives via two main channels:
- Committees of Commissioners: These groups, composed of elders who meet prior to the full Assembly, review reports, budgets, and minutes from the various committees and agencies. Their recommendations help shape the Assembly’s deliberations.
- Presbytery Overtures: Presbyteries may submit overtures—formal requests for action on specific issues—to the Assembly. Often, these overtures are first examined by a dedicated Overtures Committee, which is made up of representatives from each presbytery, before being brought for broader discussion and voting.
The Assembly’s Impact and Legacy
The outcomes of the General Assembly play a pivotal role in directing the PCA’s immediate operations as well as its long-term priorities. At the Assembly, significant documents like the Book of Church Order can be amended, various committees and agencies receive their mandates, and the application of Scripture to contemporary challenges is rigorously debated.
Some decisions made by the Assembly carry binding authority throughout the denomination:
- Revisions to constitutional documents, such as amendments to the Book of Church Order, must be observed by every church.
- Findings by the Standing Judicial Commission on disciplinary matters are implemented as final resolutions.
- Outcomes from presbytery reviews are obligatory for the presbytery involved.
In addition to these binding actions, the Assembly issues studies and statements on various topics. These serve as thoughtful guidance that local churches are encouraged to consider, even though they do not impose obligatory positions on individual sessions or members.

When elders from across the nation assemble at the General Assembly, their discussions and decisions reinforce both the unity and integrity of the PCA. Through this collaborative effort, the church continues to promote peace, purity, and its mission of proclaiming the gospel of Jesus Christ.
